Accessing sites using IP doesn't work because Your browser isn't sending their domain in HTTP headers!
(so 93.170.128.253 will only show main page; 109.237.110.23 - different site hosted on the same server)
You must add, mentioned above, 2 entries to your hosts file:
%windir%\System32\Drivers\etc\hosts
Then connect using "totalcmd.net" instead of IP address and everything will work for now. Remove them when (if) site goes back properly.
(so 93.170.128.253 will only show main page; 109.237.110.23 - different site hosted on the same server)

Even clearing the DNS cache and ARP didn't work. Seems that my ISP interferes somehow, because it should work for me like for any other due to DNS being successfully resolved and the Google translate of the Russian forum (wincmd.ru) works. Maybe some IXP caching?
