Is there any option to define windows position or size via command line?
Sometimes I need to launch TC with different position without changes in wincmd.ini...

Just with TC this isn't possible. But you can use something like NirCmd (via its command inisetval) to make the necessary changes to your wincmd.ini and launch TC afterwards.
