Nope - wheel alone on image editor - Paint Shop Pro, switch to next/previous on IrfanView (or other image viewer/browser)

Sure - you can use the Imagine plugin - here you can configure the scroll wheel to do what you want.Always the best option is the ability to configure the behavior of the mouse wheel.
