Let's just say - it's generally strange that there are some paths that are OUTSIDE the installation directory by default.
C:\Users\user\AppData\Local\GHISLER\tcDirFrq.txt
cm_ConfigSaveSettings also updates the modification date of file "tcDirFrq.txt".

Why is that file located at AppData on default?

I would suggest to keep all TC related files into the TC folder (or where I have located my Log files),
and use AppData only if there is no write access on the TC folder.
Especially if UseIniInProgramDir=7 is used.

It's %LocalAppData%, not %AppData% - there's a difference which admittedly is only relevant for domains (Active Directory) in corporate environments.
As I see it the reason is simple: Because wincmd.ini is located in %AppData% by default. There are many situations (corporate environments is one of them) where the TC directory isn't writable. TC has been installed to %ProgramFiles% by default for many years now, which made it necessary to place wincmd.ini where it can be written - this is why it's in %AppData% by default. Of course, it should be possible to set a different location, especially considering a portable TC. It's debatable whether or not this location should be automatically changed when UserIniInProgramDir is set to the TC directory. It could make the code more complicated and the help file would need to explain this properly. IMHO it shouldn't be changed silently as this may surprise users.

Is there any setting on Wincmd.ini to autodelete TCDIRFRQ.TXT when Tc 11 is closed by user, i think it's important when using Tc on portable mode

So it is not all TC files that are kept in the "%COMMANDER_INI%\.." directory.
But since the directory for the tcDirFrq.txt cannot be set via the GUI, I suggest that the default location is the same as set for the thumbnail database, unless set otherwise via the DirUsageLocation parameter in wincmd.ini

I'm still heavily questioning the need for a separate "tcDirFrq.txt" file for storing the directory access frequencies.
