So new try:
Steps to reproduce:
You need to have items in the directory list and at least one item that begins with "?" and the option "Hide menu items starting with this character" must be checked.
The items tagged with "?" are invisible in the directory-List.
* Now in STARTER-menu choose command "Change Start menu".
* Add a new, delete or change a menu item
Click OK and call the directory-list (STRG+D) --> All items with "?" are visible, the option "Hide menu items starting with this character" is unchecked.

Yes, I can confirm it. The two functions use the same dialog box for configuration, and the checkbox was used in the starter menu dialog box by mistake.
