I have tested this now: KEYBOARD.TXT is not installed if the language is set to German. However, when you do an update after a previous English installation (which has KEYBOARD.TXT installed) on a German, Austrian or Swiss German system, the installer will automatically switch to German and install TASTEN.TXT instead of KEYBOARD.TXT.

The reason is that the installer looks in an already existing wincmd.ini whether there is any entry LanguageIni, and if yes, it uses the language of that entry as the default. However, when using internal English there is no entry LanguageIni. The installer then uses the default system language instead of English. It would have to distinguish between a missing ini file and one present with a [Configuration] section.

I prefer not to change it this late in the beta test. When you see that the user interface of the installer is in German, you will know that it will install the German files instead.

Just for your information:
This button only ended TC 11.00RC3 for me (Alt+F4) and there was NO installation prompt.

I wanted to update TC 11.00RC3 in these directories:
C:\Program Files\totalcmd\
C:\Program Files (x86)\totalcmd\
(In the meantime done with the following method).

So this button is done for me, i.e. I will not make any more attempts.
