After F3 on jpg inside zip archive.

Installed WLX plugins: AKFont,EdgeViewer,FileInfo,ICLView,Imagine,LinkInfo,Office2007,OOoViewer,TCMediaInfo,TCSumatraPDF,Total7zip.

The same conditions with new 11 RC3.

Another copy of TC* works normal.
* The same version TC + only few plugins (Imagine and Total7zip) installed.

The problem has gone after reboot.
I also remember such a sudden errors before, on some of TC 10.x + W10 x64. And the "cure" was the same. May be, there is something to fix in TC?

The addresses were not in any fitting places, so the error was probably not in Total Commander itself - this would explain why it went away after a reboot.
