Well, according to all this I have to register your plugin every time I use TC on other person's computer.
That's not good, 'cause I use TC on many different machines mostly from my removable flash drive and one of it's (TC) most useful features in such a case is it's not Registry dependent application in everything including registration routine.
So my suggestion is to use the same registration procedure in your plugin Commander has - some kind of key file.
