There is this: https://totalcmd.net/plugring/totalupdater.html, but it is not maintained anymore, so it only works reliably for plugins from https://totalcmd.net

No, I mean: they seem stale; they contain old information

You's find both brand new an VERY old plugins on totalcmd.net

As I wrote: the Total Updater tool is old and not maintained anymore - still it can be of use.
