[TC 11.51rc4] Can't pack cyrillic names into rar

Install Totalcmd to C:\Program Files\Total Commander\ .
Put RAR.EXE to Totalcmd folder.
Just create a file like "тест.txt" in any path and try to pack RAR.

Fresh empty wincmd.ini
Get an error.

Now just add %COMMANDER_PATH% and quotes:
RAR="%COMMANDER_PATH%\RAR.exe"

Then it works fine.
How? Why? Can it be fixed?

It can't be fixed: TC has to check the installed RAR version to determine whether it supports Unicode file lists or not. If you don't set the location, TC leaves it to Windows to find it. There is no easy way to find out which program will be used in this case.
