Total Commander toolbar has a very good feature that let you switch from one bar to another so you can have multi toolbars, for instance you can assign the most used commands for main bar and assign the less used commands for a subbar and assign folders link commands for another subbar and so on.

i had created a standard template for easy creating nested toolbar
