F2 doesn't do nothing - it's the REFRESH key! The current directory is reloaded when you press F2.
The rename hotkey is Shift+F6, but you can assign F2 to cm_renameonly in configuration - options - misc if you need this.

In File Explorer (windows tool) I can rename file in different ways: - click twice on it (not double click, but click twice) and rename it - press F2 and rename it - pick 'rename' from menu
