You need XP x64.

Unpack only TOTALCMD64.EXE and start with empty wincmd.ini

Then you can see

Then try to edit wincmd.ini:
IconsInMenus=17 - black lines are present
IconsInMenus=16 - no bug, works fine

TC 32-bit works fine in both variants.

You need XP x64.

I guess you are right - I tried with Classic Theme in Windows XP 32bit and Windows 7 64bit and could not reproduce the problem.

This only seems to happen when
1. The WCMICONS.DLL file is missing
and
2. You still try to enable icons
and
3. Only on XP

I don't think I should spend hours to find a solution for a broken installation on a no longer supported operating system...

I use TC without WCMICON*.DLL for years and with my own wincmd.ini. Never saw this problem before.
Here I was testing another problem and tried empty ini. That's how I found it.
May be, this topic would be helpful for anyone with same problem just like the ready workaround to do.

I found a solution where I treat the case of missing wcmicon*.dll files like IconsInMenus=0.
